*The third France-Oceania Summit, held in Nouméa on July 31, 2009, falls within the framework of the process set in movement on France’s initiative in Papeete in 2003 and built on in Paris in 2006. The summit highlights the excellent ties between France and the Pacific Island States and the interest our country manifests in the region’s developments, especially as regards the environment and protection of natural resources.
The summit bolstered our political dialogue with the Pacific Island States and took one stage further the integration of our “collectivities” [an overseas “collectivity” has a degree of autonomy, with its own elected assembly and some legislative powers] into their regional environment.
It also provided the opportunity to discuss the challenges of environmental protection and climate change. Bernard Kouchner reiterated the urgent situation of certain small island countries threatened by rising sea levels, and New Caledonia announced its intention to join the French delegation at the Copenhagen conference this December. The subject of illegal, unreported and unregulated fishing was discussed and the necessity for coordinating surveillance in this area stressed. In this respect, the September 21 meeting between France and the AOSIS (Alliance of Small Island States) in New York will highlight France’s support for these States in the sphere of climate change.
The Final Declaration adopted at the end of the summit emphasized the consolidation of the political dialogue, strengthening of economic development, attention given to climate change and promotion of a number of cooperation projects (biodiversity protection, sustainable management of fishery resources, etc.).
The Pacific Islands Forum is being held in Cairns from August 4 to 7. At the end of the meeting, the 21 st Post-Forum Dialogue, in which France will participate, will take place on August 7. The French delegation will be led by Philippe Vitel, National Assembly Deputy for the Var and Chairman of the France-New Zealand Friendship Group. The meeting will deal essentially with the consequences of the economic and financial crisis in Oceania and tailoring official development assistance to this new situation.
